Should homeschooled dual enrolled students receive their college textbooks for free?

When a public schooled student dual enrolls, they get into the classes for free, AND get their required textbooks for free.

On the other hand, when a homed schooled student dual enrolls, they get into the classes for free, but are required to PAY for their textbooks.

What are some reasons that homeschooled students should/or shouldn't be able to get free college textbooks like public schooled students?Should homeschooled dual enrolled students receive their college textbooks for free?
The public school student does not get their textbooks for free - the school district pays for them, either directly or indirectly. Essentially, the when the home schooled student dual enrolls, they are their own school district, so they have to pay for the books.Should homeschooled dual enrolled students receive their college textbooks for free?
That might be the case where you live, but that is not the case everywhere.
